Astoria is at the mouth of the Columbia River, where it flows into the Pacific. Ships wait for a bar pilot to get them between the River and the Ocean, and I suspect they also wait for a river pilot to get them from Astoria to ports inland such as Portland.
Astoria is also one of the first settlements on the west coast, founded by trappers sent by John Jacob Astor. It’s also near where Lewis and Clark wintered over during their exploration of the Louisiana Territory after the US bought it from France.
